Jorge Figueiredo, director of the Department of Suppression and Combating Organized Crime (Draco)

The delegate Jorge Figueiredo took office in March a mission to lead the newly created Department of Suppression and Combating Organized Crime (Draco). In this interview, he talks about the work done in the fight against crimes related to attacks on banks, one of the aspects of the new department. Notes that have already been made 27 arrests of bank robbers and that Draco will also act to combat the illegal trade in explosives. Also highlights that banks need to invest more in security and monitoring to inhibit the bad guys.

In recent weeks, Bahia had several cases of attacks on banks, as in Conde, San Felipe and Valente. How are investigations into these cases?
About Conde, we have teams investigating, who spent more than 24 hours in Sergipe with the local police. We prefer to keep the details confidentially, but can anticipate that research already has a progress line, you are not walking in the dark. About San Felipe, Valente, Cabaceiras do Paraguaçu, Sobradinho and Governador Mangabeira, Draco’s teams are collecting the initial data, so that we adopt the relevant precautionary measures.

Since the establishment, already there were arrests made by Draco?
In the first 90 days, Draco arrested 27 people. Of these, I consider that two arrests of excellence, two experts in explosions hired for three gangs responsible for 14 incidents in Bahia. In fact, of the 27, four arrests were made within the same prison system, people who ran from there the actions of the outside.

As the investigations are being carried out?
We are keeping in touch with the intelligence of the seven states that border with Bahia, because we already have knowledge of all the gangs operating here. Half of them, maybe more, is made up of people from other states. We arrests of people who emerged from Santa Catarina to come to Bahia. We also do a criminal analysis in order to collect the data quality, create a contact relationship with the state police.

There are already results of crime analysis?
We’ve detected that today’s gangs are no longer the same three, four years ago. Before, a member of a gang was “true”. Today, people are hired, the service is outsourced. We have people hired to steal the car and provide for the gang, responsible for leasing and transporting weapons, driver to escape, others to do the logistics survey, see if this city is conducive to escape route. We do not say this based on guesses, but in prisons and interrogation.

There are already outlaws identified beyond the prisoners?
In these 90 days, we already have almost ten assailants identified banks and arrest warrants [issued]. By the end of June, will be 18. We want to put the image of these people in SIP [Information System for Protection of Persons] application so that the population becomes aware of who they are.

What are the difficulties to arrest these individuals?
How is outsourced, he participates in an operation here and next week is, for example, there Tocantins attending other. So that’s one of the things that have created difficulty.

There are actions to recover the stolen money?
Already with investigations to take it all back. We have operation soon. To launder money, they put on behalf of others, buy farms, cars, housing. Within the Draco was established an equity research cell to recover all the money subtracted, confiscating property, vehicles and blocking accounts on behalf of others.

There is a shortage of police personnel inside to fight these crimes?
The Secretariat of Public Security (SSP) is aware of this, already has a logistics to supply this deficiency within level. The Civil Police has a contest that is already in the process of formation of delegates, researchers and clerks. Good record that had the sensitivity of the governor himself [Rui Costa] because he, before provocative delegate-general [Bernardino Brito Filho] accepted the request and will draw more people than anticipated in the announcement.

effective deficit The inside is attractive for the bad guys?
For they may appear to be the success of the operation but is otherwise. For us it is more interesting too. In small towns, residents realize who the outsiders, it is easier to be aware of escape routes and arrival to collect clues than in a larger city.

Banks need to invest more security and monitoring?
Switzerland, in 2001, faced the same reality of Brazil. Just when they started to put the boxes with entinturamento and incineration. Here, we see a lack of investment by the agencies. A higher quality monitoring system with cameras that support the explosion is required. We have a problem with that: that image quality is not good or the system has been damaged, which hampers the investigation. The technology of electronic terminals is already outdated. So much so that the very crime already aware that box technology, you know the appropriate place to put the explosive for him to get the subtraction of values.

This year, as were 108 cases in Bahia . There are more specialized gangs here?
What we are living in Bahia not at the state level. Bahia has 417 municipalities, but we have 60 states with Bahia has great focus here is not because there are more gangs, but because our land mass is larger, and borders with seven states. There are gangs who steal in Goiás, for example, move from one city to another and come here.

There are investigations into the illegal trade in explosives, even the supervision and responsibility of the army?
Draco is working towards addressing the illegal trade of explosive devices in the state, in partnership with the Coordination of Controlled Products (Civil Police) and the Army itself. We are buying the fight because we will not wait.

The lack of supervision is a contributing factor to the number of cases?
Yes. The federal government has to pay attention to new forms of combat. Together with the army, we have action plans to not only combat trafficking, but identifying quarries, underground works that are using explosive devices, shipments that transit through roads without proper legality of transport. In Valente, they have been seized three tons this year
