Digital technology is vital to exercise citizenship, says Nelson … – Portal Brazil

“information and communication technology has the potential to generate large productivity gains in Brazil and help in the recovery and sustaining growth in the coming years”, said on Thursday (23) the Minister Planning, Budget and Management (MP), Nelson Barbosa, during the opening of the International Seminar Brazil 100% Digital, in Brasília (DF).

Barbosa assessed that “the use of digital technology is vital to exercise citizenship, for greater transparency of government actions, for explanation of the goals for accountability to society and to the increasing participation of the population in the formulation and implementation of public programs “, he said.

In this regard, he cited the participatory process for the preparation of the Multi-Year Plan (PPA) 2016-2019, via the ParticipaBR site. On this platform, participants can express an opinion on the guidelines to be adopted and on the proposals to be submitted by the government to Congress this year.

Public Policies

The Secretary of Ministry of ICT Policy for Science, Technology and Innovation (MCTI), Virgilio Almeida, presented the experiences of Brazil in digital government and public policies for information and communication technology sector.

According to the secretary, the country has regulatory framework, a public research system and development and public and private investment in infrastructure of information and communication technology sector (ICT). “The segment of ICTs corresponds to 8.8% of gross domestic product [GDP] and employs 1.5 million people. We have a market of 200 million people and are receptive to technologies, ie, we can expand the data. “

According to Virgilio, Digital Brazil must achieve four objectives: competitive digital industry globally, digital transparency, open data and priority to technological and digital sovereignty. “These are the conditions we need for a strong industry and give support to the movement toward the digital future,” he said.

Also present at the opening of the seminar the President of TCU, Aroldo Cedraz , President of the National Congress, senator Renan Calheiros, and the chief minister of Staff, Aloisio Mercadante. The event, which ends tomorrow, promotes the exchange of experiences related to the construction of digital services and the use of open data and transparency tool and social control, focusing on evaluation and improvement of public services and policies.
