Fines will help pay for works, technology and material of police – Diário de Notícias – Lisbon

a total Of 454 million euros in infrastructure and equipment, more than half will go to information and communication technologies. Fines and airport tax will serve to cover part, as announced the minister

a total Of 454 million euros of investment for the next five years in infrastructure and equipment of the security forces, more than half (55%) will be devoted to information and communication technologies, or 240 million euros.

Up to 2021, will invest 90 million euros per year but the money will not come all of the State Budget. The traffic fines will help pay a good part. “A percentage of the proceeds of the fines for road or airport tax will serve, exclusively, to make investments in infrastructure and equipment,” admitted the minister of Internal affairs on Thursday, when it was approved in the Council of Ministers the draft law on the Programming of Infrastructure and Equipment of the Security Forces. The fact that part of the investment to be paid with the value of the fines is not to go down well in the police. The Association of Professionals of the national republican guard (APG/GNR), which today meet with the minister Constance Urbano de Sousa, will also talk about this issue. “We want to know how you will acquire the money to pay for what is provided for in the law. We do not agree that a good portion come from traffic fines because, in a way, you can encourage more contraorde nações and this is not our main function,” warns César Nogueira, president of the APG.

here Comes the platform GEOMAI

in terms of investment in technology, it is foreseen a strengthening of the network of emergency communications and security (SIRESP), through the installation of new communications towers, and the creation of a system that allows the exact location of the occurrences. An innovation that will be also complemented with the development of the GEOMAI, a platform of geographic information that allows you to find the patrols of each security force.

This central georeferencing will be useful to put elements of the PSP or the GNR on the ground that are closest to a location to where you have gone to a suspect in the leak. “The Guard already has his own system of location of patrols via radio and GPS. In the case of the escape of Peter Day, the watchman who gave the alert was contacted via radio. It would be useful to have a geographic information system of the patrols that was shared by multiple police officers,” says César Nogueira. But in a country that speak many years ago of the police to share databases (that have not yet happened), the creation of something like the GEOMAI still seems unreal. “First you will need to improve the SIRESP, a network of emergency communications, and security. There are places in the country that does not have network any, that are without coverage,” stresses the director.

Cesar Nogueira recalls that the georeferencing is never made only by a tower but with two towers. “Already been several cases in which we had to resort to our phones to find someone lost or missing, for example”. As a new system of location of events, the ruling stresses that “will only be used by security forces”.

The psap and other modernities

it Is an entire universe of high tech in which is included another innovation with English name, the eCall system. “It is an application that allows you to identify the location from where a person made a call to the 112 to alert you to an accident”, explained Paulo Rodrigues, president of the trade Union Association of Professional Police (ASPP/PSP). According to the bill, will expedite the response to emergencies in road accidents, by road.

Paulo Rodrigues sees advantages in “removing the police from the age of pre-historic equipment”. The law provides for the reinforcement of material in specialized functions, such as criminal investigation, and road safety. “The staff of criminal investigation must go on to have appropriate computers, laptops, mobile phones that are not obsolete. As well as you need better equipment to read fingerprints, and have cameras suitable. And still, have devices to put under cars (“ticks”) and follow the path: many have been paid for by the agents themselves”.
