Commission of the Chamber of Deputies approves priority for … – Computerworld

The Committee Work, Administration and Public Service of the Chamber of Deputies approved on Thursday, 5, the proposal that prioritizes, in public bids, in succession, the goods and services produced with technology developed in the country; produced or rendered by companies that invest in research and technology development in the country; and those produced locally.

The text approved was an amendment to the bill 6.252/13.

Currently, the Law of public Procurement (8.666/93) considers it as a criterion of preference, in the order: the goods and services produced in the country; the produced or rendered by brazilian companies; and, finally, the produced or rendered by companies that invest in research and technology development in the country.

According to the text approved, the margin of preference will be established on the basis of studies carried out, reviewed periodically, or recognized by the federal Executive Power, within a period not exceeding five years.

Investment in the country

In the case of manufactured goods and national services, the amendment modifies the current law to specify that preference also applies to those resulting from development and technological innovation performed in the Country, according to the definition by act of the federal Executive Power.

The proposal still allows that, in any contract for the deployment, maintenance and improvement of systems of communication and information technology, the bidding may be restricted to goods and services with technology developed in the Country. The law now restricts this preference to systems considered to be strategic.

The matter which is being tried in a conclusive character, will be analyzed by the commissions of Finance and Taxation, and Constitution and Justice and Citizenship of the Chamber of Deputies. <>With the information of the Agency board.
