President Dilma Rousseff signed on Monday (11) at a ceremony at the Presidential Palace, the law establishing the legal Marco of Science and Technology. Amid the ceremony, the Minister announced the launch of an edict of R $ 200 million to finance research in the country for the next two years through the National Scientific and Technological Development Fund.

Legislation
According to the Ministry of Science and Technology the legal framework sanctioned on Monday updated legislation to facilitate, among other things, the performance of scientific research activities and imports of inputs made by companies in the execution of research projects, development and innovation.

Also according to the ministry, the new law also will expand the maximum time that teachers of public universities will work on institutional projects of teaching, research and extension or exercise of scientific and technological nature activities.
Vetoes
At the end of the ceremony, the Minister of Science and Technology said the president vetoed “some” aspects of the project that had been approved by Congress. Celso Pansera, however, said he did not know how many sections were vetoed need.
He said one of vetoes refers to a point that exempted the payment of social security taxes on research grants. Another veto, the minister explained, occurred in a project that stretch releasing companies with sales of up to R $ 90,000 annual public bids. Pansera reiterated that these vetoes do not change the “central axis” of the new legal framework of science and technology.
